Evaluation of dynamic eco-efficiency of water companies: the influence of non-revenue water and water supply interruptions

Abstract Benchmarking the dynamic performance of water companies is a powerful tool to develop sound policies. However, it requires use reliable and robust methods quality data. In this study, stochastic nonparametric envelopment data (StoNED) method was employed assess productivity change eco-productivity sample Chilean over period 2010–2018. The StoNED approach overcomes main limitations frontier analysis techniques which are most commonly used evaluate companies. Productivity metric focused on economic performance, whereas evaluated service by including non-revenue unplanned supply interruptions. Hence, study analyzed impact variables eco-efficiency annual average estimations were 0.18% −0.14%, respectively. It evidenced that have put as priority reduce operational costs than improve service. both metrics, efficiency contributor changes, role technical negligible. illustrated full private performed better concessionary public company. Reducing interruptions particularly costly for methodology conclusions great interest regulators utilities benchmarking process in provision drinking services.
